The “LEADER Approach” - New Development Opportunity for Rural Areas in Slovenia

Abstract: Integrated rural development programmes, which are prepared with the active involvement of local citizens, have a long tradition in Slovenia. In the period 1991-2006, Slovenia introduced “Programmes of Integrated Rural Development and Village Renewal” and “Development Programmes for Rural Areas”, which were quite similar to the LEADER initiative in theEuropean Union. From the 2007-2013 programming period, the LEADER approach has been mainstreamed within the overall EU rural development policy. This means that LEADER is included in national and regional rural development programmes supported by the EU,alongside a range of other rural development axes. The main emphasis of the current paper is given to the implementation of the LEADER approach and establishment of local action groups in the 2007-2013 programming period. The paper consists of three parts. The first part presents the general characteristics of the LEADER approach and the measures which are carried out in the 2007-2013 Rural Development Programme. In the second part, an analysis of 33 Local Action Groups is described. The main focus is given to spatial-demographic characteristics, the partnership structure, and the organisation of the decision making body.The paper concludes with an analysis of 33 Local Development Strategies. We analysed the extent to which the strategic goals and priority tasks of Local Development Strategies follow the economic, social and spatial-environmental component of sustainable development.

Abstract: The specific role of Glutamate dehydrogenase (GLDH) in the brain is not yet clear, but it is an important enzyme in protein degradation as well as a metabolism regulator of glutamate as a neurotransmitter. The enzyme probably provides crucial protection for postsynaptic membranes against the neurotoxic effects of glutamate neurotransmitters. In men, GLDH activity declines almost evenly through the ages; in women, it declines faster in the first five decades. In the years of menopause, GLDH activity declines slower. The diminished GLDH activities in leukocytes and in the brain vary considerably, but they are parallel with the progress of neurodegenerative diseases. The GLDH activity is partly deficient in the brain, particularly in the leukocytes of patients with heterogeneous neurological disorders and degeneration of multiple neuronal systems. We found a statistically significant difference of GLDH activity in the cerebrospinal fluid in patients with neurological diseases and unexpected in patients with degenerative and inflammatory disorders. The decrease in GLDH activity in the cerebrospinal fluid of patients with neurodegenerative disorders may be one of the reasons for the neuro-excito-toxic glutamate effect. Defining the GLDH activity in leukocytes is at the moment the sole experimental method. The second one could be the measurement in cerebrospinal fluid. The results suggest a possibility to regulate glutamate level in human brain through activation of GLDH.
On Algebraic Approach in Quadratic Systems

Abstract: When considering friction or resistance, many physical processes are mathematically simulated by quadratic systems of ODEs or discrete quadratic dynamical systems. Probably the most important problem when such systems are applied in engineering is the stability of critical points and (non)chaotic dynamics. In this paper we consider homogeneous quadratic systems via the so-called Markus approach. We use the one-to-one correspondence between homogeneous quadratic dynamical systems and algebra which was originally introduced by Markus in (1960). We resume some connections between the dynamics of the quadratic systems and (algebraic) properties of the corresponding algebras. We consider some general connections and the influence of power-associativity in the corresponding quadratic system.

Abstract: This paper presents the results of a statistical analysis of Triglav Insurance Company’s Institutional Arbitration. The main stress is on cost evaluation of arbitration proceedings. This evaluation represents one of the most important motivation factors in a process of decision-making about the most appropriate method of dispute resolution. With application of economics and statistical data this paper presents a position and role of the insurance arbitration in relation to other forms of alternative dispute resolution and national courts.

Abstract: The article describes the problems that arise by performing surveying service for design engineering purposes. The article also summarizes the provisions of the current legislation, prescribing design engineering and technical documentation components connected to surveying. The attention is paid to some inconsistencies in the Regulations of Design Engineering and Technical Documentation, while the role of surveying in the design engineering process is described at the end.

Abstract: The article describes a view on the land surveying profession in Texas with an emphasis on the boundary determination from the perspective of a Registered Professional Land Surveyor registered in both jurisdictions, Slovenia and Texas, who worked in landsurveying in Texas in years 2007 and 2008. The principles of the boundary determination between Slovenia and Texas differ considerably. The main difference roots in (un)involvement of the property owners in the process which brings up numerous questions, i.e. which of the systems is more effective in terms of costs, simplicity and better achievement the overall goal and the mission of the land surveying profession in the society.
Naturalistic Moral Realism

Abstract: The subject of this paper is probably the most influential version of moral realism, known as “moral realism naturalism”. After I propose what seems to be the most appropriate formulation of moral realism, I discuss whether it is possible to show that moral properties and natural properties can be identified a posteriori. In the second part I try to show that moral realists naturalists cannot refute wellknown Mackie’s “argument from querness” (or at least one version of that argument). In the end I discuss whether moral realists naturalists can ascribe the explanatory power to moral properties.
Phenomena of Open Source and Slovenia's Adaption

Abstract: Although free open source libre (FLOSS) software is increasing its presence in the media and in debates between IT professionals, and although even citizens in general are starting to talk about it, FLOSS is still in general quite an unknown quantity. But this is changing. There is more and more interest in open source software by general users and also its influence on the public and business sector is undeniable. What is open source? Where did it all start? How is Slovenia using open source? What have we learned? Where are the opportunities for FLOSS? These are the sort of questions we will try to answer in this document. Slovenia implemented some of the important steps in introducing open source, however we are still far behind in terms of open source adoption and great opportunities exist for its better use in future.
